Before I answer that question, let me ask you a question: "Why do you want to learn English?"After I get the initial answer, I begin to dig deeper. My mission is to discover the underlying motivation. And I have a meta-purpose: To discover the FEELING inside the desire to become fluent with English.

STEP ONE:
KNOW YOUR REASON WHY..
The first step is to become keenly aware of WHY you want to bother with all this English stuff.

The first step is to become keenly aware of WHY you want to bother with all this English stuff.
That will help to sustain you when you get bored, distracted, tired and fed-up with shoving English into every crevice of your being.
Until you link your inner burning desire with a workable action plan...you will not make the progress you are truly capable of making.
So, the obvious question is,"How do you KNOW what your inner burning desire is?"
You want to improve your English because...
- You want to get a better job.
- You want to get a promotion at your current job.
- You want to travel.
- You want to move to another country.
- You want to study in another country.
- You need English to get an education in some subject.
- You need English because you want to communicate with other people who also use English, too.
- You just are fascinated by the English language.
- You want to watch movies without using subtitles.
- You want to write books in English.
- Some other reason.
- All of the above.

Imagine you are fluent in English. FEEL what that will feel like.
That feeling is all important.
When you can connect your reasons to get good at English with the feeling you will have when you are really good at English...this will help you to PUSH yourself through the times when you HATE learning anymore stupid English stuff.
It will help you when you are tired and exhausted but you have to study this idiotic language.

HOW TO UNDERSTAND ENGLISH EVEN WHEN IT IS BEING SPOKEN VERY FAST
If you use You Tube, you can take advantage of this really cool feature...YOU can slow the speed of the sound.
This way, you can listen carefully to spoken English AND understand more of what is being said...even when it is being said FAST!
LISTENING TO PEOPLE SPEAKING ENGLISH REALLY QUICKLY HELPS YOU DEVELOP SOMETHING CALLED PATTERN RECOGNITION
This method of improving your ability to understand spoken English...even when the person talking to you is speaking really fast---creates a strange and wonderful action in your brain that is called PATTERN RECOGNITION of speech patterns, word use and accent recognition.
How do you do this?
Take a small segment of spoken dialogue from a movie or TV series...about five to ten seconds is long enough--- that is too fast for you to understand.
Listen to the segment carefully.
You might catch a few words and understand those few words. Maybe...maybe not.
So, you do it again...and again, until you really do catch every word, and understand the words.
This is the heavy lifting of creating a long-lasting Pattern Recognition relationship in your brain.
It takes time, but it is one of the MOST productive and longest lasting results you will ever get from all your English language training efforts.
When you use the You Tube hack (see above) of slowing down the speed of videos, and listening carefully to the dialogue...you are going to really get some great results.
What are the great results?
When a person speaks to you really quickly you are going to start to KNOW what they are saying without having to think very much about what they just said.
Instead, you will just KNOW what they have said. Similar to the way you know what somebody is saying to you in your own, native language...even when they talk quickly to you.
STEP THREE:
CONVERSATIONS IN ENGLISH
You know that using your English skills in a conversation is going to FORCE you to speak English.
You will have to respond to questions and statements...maybe doing more than just nodding your head and making pleasant noises.
My best advice to you is do NOT think of NOT speaking because you are concerned about making mistakes.
When you talk English in a conversation, it is your time to make as many mistakes as you can.
The more errors you make, the better.
It is the act of speaking that gets your brain working in a practical way with the English language. And this brain work-out is CRUCIAL to you getting good at English.

STEP FOUR:
GET GOOD AT LEARNING & USING ENGLISH PHRASAL VERBS
ONE OF THE BEST METHODS TO LEARN ENGLISH PHRASAL VERBS?
The 14 Day Plan!
- I want you to learn one new phrasal verb each day for seven days.
- Each day you learn one new phrasal verb.
- Each day you practice the phrasal verbs you have learned the previous days.
- On Day Eight, stop learning any new phrasal verbs.
- Then practice those seven phrasal verbs for another seven days.
Once you have completed this fourteen day cycle, repeat this method.
Each day for seven days you learn a new phrasal verb.

MAKE YOUR HOME AN ENGLISH LANGUAGE TRAINING CENTER/INSTITUTE
Label everything.
Read the label out loud and use it in a sentence.
NAME AND FORM: How to Use the Label System to Become Fluent in English
When you notice a label, make sure you:- Say out loud the English name for the object.
- Make up and say out loud in English at least three sentences using the word.
- Three sentences?
- Yes, one in the past tense, a second sentence in the present tense, and the third one in the future tense.
But, Robert, that is a lot of work!
Yes, it is a lot of work...but you can do it.
And even though you may not like the work, and in fact may sometimes HATE the work...you are going to LOVE the results.
But wait...there is more for you to do......when you listen to songs and music,make sure they are in English.
When you watch and listen to the news,yes, ALL of it in English.
Movies and TV series...listen and watch in English.
Oh, and about using subtitles...when you can, try using English subtitles.
Speaking of reading...make sure you have lots of magazines and newspapers, flyers and circulars---and ALL of them in English.
WHAT ELSE CAN YOU DO?
Talk to the wall, the mirror...a picture on the wall. Talk about what you feel...what you think...what your opinions are---about anything.
Is this crazy? YES!
But IF you want to push your English to the next level...you need to take EXTREME measures.
Talking to yourself is a good way to take an EXTREME measure.
PLUS, you can record your conversation and then listen to yourself. Listen to your voice and how you pronounce the words.
STEP SEVEN:
READ BOOKS WRITTEN IN ENGLISH

When you read, have a notebook handy. Write down any words you do not know. Have a dictionary handy. Check the meaning of a word you do not know.
Yes, you might find that you write down the same word many times before you start to remember the word. And there will probably be words that you remember and then forget.
One way to twist up your English language reading skills is to find books that have your native language on the facing page. This way you can dig deep inside the interior meaning of the English text.

Another way to hack the language learning is to incorporate listening to the English text of a great book...while you read the same text in English.
